The European Commission’s evaluation of the Firearms Directive is ongoing, marking an important step in assessing whether current EU rules remain effective and relevant. Following a public consultation held between the end of February and the end of March, the Commission has now moved into a more targeted phase, organising a series of meetings with key stakeholders. These discussions bring together representatives of hunters, sport shooters, collectors, and industry to examine how the Directive functions in practice and whether adjustments are needed.
FACE believes that the Directive has largely proven to be a valuable legal framework. In particular, it has facilitated the movement of hunters across EU borders with their firearms, reinforcing one of the core principles of the single market—free movement. A central tool in this regard has been the European Firearms Pass, which simplifies administrative procedures and provides a standardised document recognised across Member States.
However, stakeholders often point out that practical challenges do not stem from the Directive itself, but rather from how it is implemented at the national level. Differences in interpretation and administrative practices between Member States can create unnecessary barriers and confusion for lawful firearm users, especially those travelling for hunting or sporting purposes.
One of the key priorities identified by FACE and other stakeholders is the digitalisation of the European Firearms Pass. Moving from a paper-based system to a digital format would streamline processes, improve efficiency, and enhance security, while maintaining the benefits already provided by the current system. Importantly, such an update could be achieved without reopening or fundamentally revising the Directive itself.
As the evaluation continues, the Commission’s engagement with stakeholders will be crucial in ensuring that any future decisions are evidence-based and reflect the realities faced by users on the ground.
